The design is a typical 1960s design. The composition was made with paper cut out techniqe which was widely used in those times as well as the cartoon-like figure. The head of the character on this poster is cut out from a newpaper and the text on the page is a part of a health education publication. His hand gesture and glass makes he seem a wise man who probably knows everything about health care.
