The Three-Year Plan was the first Soviet-style economic plan in Hungary. According to Act XVII of 1947, its aim was "to accelerate Hungary's economic and intellectual advancement, to consolidate its democratic order, and to improve the population's standard of living," while also ensuring "the enhancement and rational utilization of productive forces and the coordination of various production sectors in the universal interest of the people." In 1949, the Central Committee of the MDP declared that "the Three-Year Plan was a plan for reconstruction and for the recovery of the Hungarian economy, which had been devastated by the damage and destruction of the war."
In reality, the (first) Three-Year Plan did not even last two and a half years. Under the provisions of the act, the planning period began on August 1, 1947, yet the legislation did not specify a completion date. However, a national economic plan was also drafted for the subsequent period; based on its text, the Three-Year Plan can be considered to have concluded on December 31, 1949.
